Which tracked platforms do not credit USDT over TRON?

Coinbase is the exception in this catalogue. The other seven exchange policies list a TRON route for USDT, subject to their own minimum and confirmation rules.

Does TRC20 support imply that USDC will be credited too?

No. None of the tracked platform rules lists a USDC deposit route on TRON. Token support is decided separately even when the network itself is familiar.

What pays the fee for a TRC20 token transfer?

TRX pays TRON network fees. A wallet can hold USDT yet be unable to broadcast it without enough TRX or delegated network resources; that is a sending failure, not an exchange crediting delay.
