Is Base USDT included because the same address works for ETH?
No. EVM address compatibility only allows the transfer to execute. None of the tracked exchange policies lists USDT deposits on Base.
What pays transaction fees on Base?
ETH is Base's gas asset. A USDC balance without ETH can be visible in a wallet but immovable, so first confirm that a transaction hash exists before diagnosing a missing exchange credit.
